Yeah, I understand the problem. When Washington was leading the country in homicides, most of them occurred east of the Anacostia river, where the tourists almost never go, and most of the increase had to do with gang warfare over crack distribution. A lot of the decrease has to do with three factors: the crack market has leveled off; the wars succeeded in solving territorial disputes; and many of the hoodlums are either dead or incarcerated. Peace reigns!
