Dan, see if you can find any similarity between the following clip from an old Telephone Engineer article, and your post to which I'm relying here. "A large part of the bill is made up of the present Interstate Commerce Commission Act, some sections being taken without change and others with slight changes to adjust them to communication companies instead of railroads.
