I don't think that is going to happen any time soon. But, if you look
at the structure of Juniper funding and stock ownership. It does not
look like any of those corporate investor has more than 3% ownership.
So, the majority of stocks is owned by VCs and Juniper management
and employees. The possibility of Cisco take over is exist. Here is
some points I thought might be interesting:

1) Cisco has not yet made a good IP backbone router. GSR12000 is still
software forwarding packet which is quite slow.
2) Cisco IOS is aging and not adequate for the backbone network. Cisco
is developing new IOS, but it is an impossible task.
3) IP core business is taking off like market demand double every 4
month according to UUnet. There is huge revenue to be captured.

By acquiring Juniper, Cisco could solve all three problems without
antitrust issues since Juniper is still small. Just a thought.
