I think YES. Every successive version of the Netscape browsers have looked more and more like operating systems. There is a long way to go before it is actually an operating system. But with each new release, we see a stronger word processor machine, and more and more options. It is not unlikely that near future browsers will have built in spreadsheet programs and quicken clones. These are all steps along the way of building the user interface portion of an OS. Good point Sam.
