Why do you think the Serbs are going to buy equipment from the US or any NATO country? Unless the US or NATO is paying for the rebuild, which is not all that unlikely. But I would think that the Northern European manufactures will have better chances than Lucent. At this point, I worry more over potential Lucent contracts in China. If the political situation gets worse, Lucent may stand to loose more business than any American company.
