The ruling says the Portland court will regulate prices.

There is no way you can say "equal access" and not define, in exact dollars and cents, what the term "equal access" means.

If allowed to stand, every city in the country, at contract time, can do the same. I don't want to guess what The city of Berkeley might decide.
