T should continue to maintain the bridge and they have the authority to demand a portion of AOL's toll take to help support the wear and tear caused by those who pass through their booth. Armstrong has said he'd go along with some sort of plan like this.

It is interesting that the Manhattan Bridge was also built because the Brooklyn Bridge wasn't enough. Who built it? The City? Then there is getting to Hoboken. You have only the Holland Tunnel recourse or you have to go all the way to George Washington. There is the Pure way of the Verrazano Narrows. No one seems to know or care who collects tolls, NY City, New Jersey, or New York.
