Hellooooo. Earth to Sten. Incumbents (ILECs) won't deploy five year old DSL technology either. And for the exact same reasons AT&T might NOW pull out of Portland. As I said, consumers generally don't understand the legal battles and apparently a city commissioner, in his mis-guided glee, doesn't either.

This is a big bucks game and so far, Armstrong is the only big player to step up to the plate with the resources to change the landscape.
