Absolutely! While we are at it, I live in New York and it annoys me when people do not keep their dogs on a leash but prefer to walk around snapping the damned leash on their thighs like a swagger stick while the dog is frolicking all over the street. There are people who are afraid of dogs! I am not afraid of them; I grew up with dogs. Still I am not at all at ease walking out the door in the morning to be greeted with a Doberman that I don't know and no owner nearby.
