Ben,

I used to work for QWST and the TV ads are not only brand building, but also aimed at the residential market where consumers have a choice in LD carrier. That market is not their focus but still profitable. Their cost structure is very low. It also helps introduce the company to decision makers in the business market segment.

QWST definitely needs to advertise their services.
