The only time you need government to get people moving in the same direction is when you are loading the troop train. You don't need the government to encourage anything. Pure will be built because it is Manifest Destiny. It is we, the people, who make the good and the bad happen. Pure can't be done yet because there are still technological barriers to overcome, but we are close. There are intermediate solutions in WDM which are very impressive and are available today. Certainly QWST is big in it. The Pure and WDM markets are similar to what is happening in cable and DSL. I believe they are all mutually compatible, not exclusive. Cable will take time to reach critical mass and in the interim DSL can help. Same thing is happening with the long haul and metro markets with currently marketable technologies.
