The initial 330,000 phone order placed by Globalstar was at the direction of the Globalstar Service providers to Globalstar arrived at through meetings with the SPs, and not a move by Globalstar to fund the development of the phones.

The SPs do not order the phones from the phone manufacturers under any circumstances-- they place all orders with Globalstar, which then places the orders directly to the phone manufacturers.

This is the way BLS set up the phone manufacturing contracts so as to maintain control over all aspects of the phone manufacturing process. Additional phone order indications to Globalstar have given Globalstar to announce its intentions of 1 million phones/handsets availability by year-end FY 2000.
