Tell the CEO of Island, an ECN, that he's got it wrong, @$$hole. Yea, I guess NASD doesn't know what it is talking about. Check out the glossary of terms at nasd.com which states: electronic Any electronic system that widely disseminates to third communication parties orders entered by an exchange Market Maker or OTC network (ECN) Market Maker, and permits such orders to be executed against in whole or in part. Oh, and name calling doesn't add to your credibility, quite the opposite.
