I believe that LEAH thinks that this will be a sizeable dividend which will do two things :

1) Force the shorts to cover.
2) Bring the value of the stock up to at least the dividend, which may raise the price of the stock high enough to get listed on an exchange.

The search is for additional offers, since they engaged the IB after receiving a first offer. The difficulties of selling/transferring would thus seem to be less daunting for LEAH's management given their experience in this volatile region.
