Who would want to bid higher? DeBeers will be in the catbird seat with 60%. Anybody bidding knows DeBeers will control production, especially when production starts.
Of course, any DeBeers bid will be subject to a Canadian fairness review, but this in turn will be looking at hefty share-price discounts for companies who are MUCH closer to production.
