I think Michael ascribes his epiphany to the 1973 Israeli war, when Nixon mobilized the troops in Europe and supplied the Israelis by air. He started to think more seriously about why military power is necessary, and the price that is paid when you don't have it. The old 60's canard What if they gave a war and nobody came? is actually from a longer work that warns that war will come looking for you. If you seek peace, prepare for war. Not to be confused with sticking your foot in every quicksand hole on the planet.
