I'll take a shot at why the 12 month target is low for a company rated a strong buy. First, the targets will probably be raised. Second, when a stock is rated strong buy it doesn't necessarily mean the analysts expect its price to soar. It means their confidence in the company's ability to exceed earnings estimates, and the stock's relative valuation are considered excellent. Analyst's are on much safer ground predicting a company's earnings performance, than predicting a company's stock performance.
