Local calls in the EU are not flat rate like the U.S.
Local calls operate more like long distance. Pay as you go.

However, there is supposed to be an Inet boycott later in June in about 11 European countries. Inet users are doing this to show their power to the telecos. I'm sure someone else can provide a link to the news article. I read it a few days ago but can not remember where.
