I live in Germany and am online very much due to my online trading. Phone charges in Germany can be very expensive. They have multiple rates to include city, local and long distance. The city rate is not free as you experience in the States, each minute is charged. The local rate described includes outside of your city rate but within 50 Km. It is very easy to charge up a $200/month phone bill just going to your local ISP. So if the local phone companies would pay Dell a connection fee for it's users access, then I could see a very healthy income.
