lml, very quickly as I must be off to other things today...

I should have qualified the entire post (What is an ISP?) by stating that definitions today are extremely fuzzy, at best. My views were founded in historical precedent, but no one is keeping watch on the itineraries of these companies.

There are no divine delimiters on what ISPs or BB providers may do, as is also the case with CLECs, and what are now being called integrated communications providers (ICPs) and other really important-sounding differentiators that these new-age [many of them twinkiefied] startups can cook up to stuff into their press releases. It's a wide open game, as it turns out, that defies static definitions.
