When it comes to the IRS and other bureaucracy, it's definitely true that people are on the critical path. But, like you say, enhanced tools, including bigger storage and faster retrieval systems, certainly should help.

One problem might be that the IRS doesn't maintain social security records. The Social Security Administration does. Maybe EMC can sell them some storage. <g>
