I believe that you are correct in your assumption. The effective "floor" of 10 cents is an "average" created by the division of the share cap into the amount of pp used. Some can be above .10, some could be below .10, but IF you are going to hit the 52 million share cap, the average will have been 10 cents.

Hopefully I didn't just embarass myself with the above 5th grade math!
