If it is true that telephone service in Europe will continue to charge per minute and cable internet will not my uninformed opinion is that @home and other cable ISP's have a huge potential opportunity.

Europe may have the tendency to change its culture and accept new technology more slowly than the U.S., but they do change and look to me to be willing to do so at a more rapid pace. I understand internet use is very small there, but if you had to pay by the minute I bet you wouldn't use it either! Change that singular dynamic and the entire environment will change in time.
Take the damping off the feedback loop and internet use could grow exponentially. More users->more uses->even more users. Dont forget that there will be businesses who realize the power of the internet to streamline commerce and reach the customer could actually help change that "Mature Economy" status.
