But even when the professionals stick by their principles, their superiors have chosen to substitute facts with politically expedient disinformation. On at least two occasions, military experts who argued against high-tech exports to China later discovered that their recommendations had been altered in the Pentagon's computerized data base.

I had a bit of contretemps years ago with Ledeen over the imminence of the collapse of the Soviet Empire, and the need for aid to countries emerging from that mess, such as Poland, and I am otherwise pretty familiar with his work. On something like this, he is likely to be solid. I fact, one of his particular interests for quite awhile has been technology transfer, originally because our allies were subverting the control regime...
