China is probably facing a deflation at present (note the article in The Economist two weeks back). Hence, demand is weak. Good jobs, good income and plenty of growth do not happen in a demand vacuum. Weak demand however is usually corrected by increasing the money supply, which can be achieved by reducing the borrowing rate (banks create more money as they lend more).
