" Mr. Collings developed the V-chip, designed to allow parents to block out shows they find objectionable, while he was an engineering assistant at Simon Fraser University in the early 1990s. He says it has been a long time coming and it is nice to see it finally happening. U.S. manufacturers are now on track to meet a deadline for including the blocking device in all new sets by the end of the year. Mr. Collings says that despite the U.S. news, he and SFU have not received any royalties through the company he licensed to market and distribute the chip, Tri-Vision Electronics, because of slow-paying television manufacturers. "
