McKEON ANNOUNCES AWARD TO DCH
TECHNOLOGY

Valencia, Calif.-Based Firm Will Lead Hydrogen Power Project

WASHINGTON - U.S. Rep. Howard P. "Buck" McKeon announced
today that DCH Technology, Inc., of Valencia, Calif., has been chosen by
the Department of Energy Hydrogen Program to lead a multi-disciplinary
effort on the production and use of hydrogen power on ships.

"This project has immense industrial potential," McKeon, R-Calif.,
said. "The American shipping industry stands to gain a worldwide
competitive advantage using inexpensive, clean-burning, highly efficient
hydrogen fuel that can be produced anywhere in the world."

Under proposal, DCH Technology will manage a team of 22
organizations to address a complete sector of commercial hydrogen
energy. The team will include shipbuilders and fleet operators, working
with fuel cell and fuel generator manufacturers and integrators, to ensure a
complete infrastructure approach.

The Maritime Hydrogen Technology Development Group includes
Allied Signal, Pacific Marine, Hydrogen Burner, CryoFuel Systems and
the American Bureau of Shipping.

The group's goals include the demonstration of both commercial and
military vessels using hydrogen energy and the establishment and regular
operation of fuel production facilities for hydrogen-powered ships. Ports
serving both oceans and the Great Lakes will be involved. Hydrogen fuel
can be made directly from either natural gas or water, and is safe and
non-polluting.
