Does he mean what we can look to being able to buy stock on the IPO day at what it is priced at (not the after market price)?

One way to do this: the company who is going to IPO will set a side of a portion of the shares for their best customers under what is called DIRECTED SHARES. For example: CMGI can send invitation to shareholders and invite them to buy daughter company at IPO price through XYZ brokerage firm. What that means: CMGI will have good relations with shareholders, brokerage firm will get new customers (have to open an account with the firm), but you have to keep the shares at least a certain period. Remaining available shares are then less than normal, float is reduced, stock zooms, CMGI's portion goes up, shareholders shares go up (including CMGI). CMGI will then issue/sell more its own stocks, generate more cash, nurture more companies.

This is exciting, and DW is a genius. Stock will rock tomorrow.
