The European Union, more specifically, the single currency "Euro", or more open the European Continent ? Since the end of the Cold War the standing army size has been more or less halved. Don't forget the young men go their on duty, not for a job, only ca. 10% are professionals. But those in Kosovo will all be professionals.Maybe they are a little smarter than some others. Maybe they know that this "peacekeeping" force will get some action they do not expect. I don't think we have to be very smart to expect some violent action, and I think you also suspect so. German soldiers are not well-trained or -motivated for this KFOR. Motivation may be there for a friendship game or at worst a humanitarian action, but those boys will run away as soon as targeted. In my view, that is for sure. Maybe in American media it looks different due to the political interest of your president to make plausible the assumption that the Europeans will take over for you and your taxes now.
