There's another example of a cable provider that plans to offer open ISP access, but it's one that was built from the ground up with that in mind. This is a service that's offered in competition with TCI services in Tacoma, WA.

This whole thing is an interesting alternative to the approach taken in Portland to negotiating with TCI (now T). In frustration with TCI's service, Tacoma decided to build their own competing system using the city-owned utility right-of-ways. Funny thing is, ever since they started hooking folks up to their system, TCI/T seems to have become very responsive in franchise negotiations with Tacoma.
