I would find a response like, "we are having trouble keeping up with our pre-disbursement rebate validation procedures due the high vol of requests", to be more plausible. Still seems odd but I have difficulty accepting it's a cash flow issue. "One thing's for certain; we'll all find out!" Author Unknown
