appears to losing share against competition offering free access,
relying on bounties from relatively high local access charges. While the
U.K. circumstance appears unique, we believe AOL has been slow to
respond. Across Europe, local access charges are variable, unlike fixed

ISP fees for long distance access. This challenge may slow, but not
