Some history:
December '97: "The global market for semiconductors will rise 17.1% in 1998 to $162.2 billion.." manufacturing.net

January '98: "The overall semiconductor market will grow 16.8% to $162.6 billion in 1998.." manufacturing.net

May '98: "..year-end global sales will decrease 1.8 percent.." semichips.org

Feb. '99: "In total, 1998 sales of $125.61 billion decreased 8.4 percent.." semichips.org

Recent history of current forecasts:
Nov. '98: "..rebound next year from a sluggish 1998 and show overall growth of 9.1 percent.." semichips.org
