So in essence, what you are saying is that IAS has demonstrated incredible skill in achieving a project roll-out of this magnitude (U-Check) on very little money. Well, that's why people like this company. They said they would build it . . . and they did. Your obsession with a company you want nothing to do with really fascinates me.
