Uh, it does.

Show me the application which has been heavily optimized for both 3DNow and SSE which shows that SSE nets a larger % improvement over a non-optimized application.

Practically speaking,3DNow is a better implementation because it has better driver support (NVidia and 3DFx) which helps no matter what 3D graphics app you are using.
