E*Trade has a $1K minimum to open an account... They have not yet taken IOIs on EELN... If you don't have cash (not margin) in your account the morning before pricing, sufficient to buy 100 shares at the final price, you don't get shares... All IOI windows are now kept open for at least 2 hours since they abandoned their stated FCFS system in favor of a lottery approach. Everybody's chances are now equally slim when it comes to the good ones...
