There has been a True Penetration of the BRRL, and therefore the BLSL is now in command. If I were hand charting this stock, a new BLSL would now be started under the last column of O's at 18.

Yes. If a P&F chart is trading range bound, you might not draw them all in -- but either the BRRL or BLSL is in charge.
