Governments start wars, and win or lose wars. The average person always loses: If he is on the "winning side", his taxes go up; if his government is on the losing side, he may lose his life or be wounded, and/or his standard of living is diminished. In war, most are losers.

In Yugoslavia, Milosevic is a winner because he "stood up" to NATO, became stronger internally, and is still in power. The real shame of this is that Milosevic will likely never be brought to justice. He played a pivotal role in starting all three recent Balkans wars (Slovenia, Bosnia and Croatia, and Kosovo) by whipping up Serbian nationalism to prop up his corrupt regime. I might add that he has gotten rich off of black marketing (i.e. sanctions running) and outright corruption.

George, I am happy to see that the Russians are not going to take any shit from NATO. Of course the next step will be for Clinton to go on TV and announce that we must bomb the Russians in Pristina in order for the ethnic Albanian refugees to safely return to their homes. It will be funny to watch the Serb civilians flee from murderous NATO into the protective embrace of Russian troops. Clinton, Blair and Albright must be infuriated over this turn of events. I love it.
