25K! Wow. With a 48k modem link.
Funny think is that I get the same results using two completely disconnected ISP's and I know for certain there are many times when I can pull 48k for extended periods.

Hmmm... I just ran the test again with a 28.8k link and got a 44k measurement.
This is just too darn confusing.
