Seems like they oughta institute a draconian fine system and take late-book miscreants like her to small claims court when the fine reaches a certain level and remains unpaid; and of course publicize the new penalties, and the reasons for them, so they would have the desired deterrent effect. Because of late books, you don't separate a two year old child from its mother.

It's harsh, but apparently it's necessary.

If you genuinely lose the book, you will have come into the library in response to its entreaties and paid for it; and before the draconian measures take effect, there would be a period of normal late fees and notices. I stipulate this because I don't want them dragging penni off to court.
