Ah, here we go. Larry, the quote appears to come from "The Humanitarian Theory of Punishment," Res Judicatae (June 1953),according to the following source:

That is, the first line does. The second line is different (and not as good as the one you cite):

It may be better to live under robber barons than under omnipotent moral busybodies.

The three dots in the quote, as you have it, indicate an ellipsis, so "your" second sentence probably comes from a passage further along in the same document.
