President Clinton and Russian President Boris Yeltsin were to speak by telephone later Sunday to discuss Russia's role in the peacekeeping force. Speaking to reporters before talks with Ivanov, Talbott said the United States was considering ''a zone of responsibility'' for Russian peacekeepers that would be under NATO control. There must be ''a unity of command,'' he stressed. ''There will be parts of Kosovo where Russian participation will be important and manifest,'' Talbott said. But, there cannot be an outcome ''that looks like a partition of Kosovo.'' They will also discuss Russia's role in Kosovo peacekeeping. A U.S. envoy said after talks in Russia that Washington was considering giving Russia a ''zone of responsibility'' in Kosovo. At a vital airport just outside Pristina, there were a standoff between British troops and a few hundred Russians who took control of the facility early Saturday. CNN showed a NATO convoy on a road being prevented by a Russian checkpoint from entering the airport. On the ground in Pristina, NATO convoys seemed to be barred from entering most of the airport area, although allied troops fanned out around the rest of Kosovo's capital and British forces rode through downtown. The NATO security force initially was expected to set up its command center at the airport, but that facility's status remained unclear. U.S. officials played down any conflict over the Russian presence. Gen. Henry Shelton, chairman of the U.S. Joint Chiefs of Staff said the Russian and NATO forces were conducting ''a coordinated occupation.'' NATO and Russian commanders met face-to-face Saturday to discuss control of the airport, but results were inconclusive. Britain's SKY news reported that NATO and Russian commanders had reached a deal on sharing the runway. MOSCOW (AP) -- U.S. and Russian negotiators held a third day of emergency talks Sunday on the terms of Russia's role in Kosovo, as Moscow showed no sign of pulling out the troops it sent into the province without informing NATO. Russia has been demanding its own sector in northern Kosovo, where ethnic Serbs are concentrated, and insists that its troops not be put under NATO command. It dramatized its demands by unexpectedly dispatching some 200 soldiers to the Kosovo capital Pristina early Saturday, demonstrating that it would not wait for a decision, or permission, from NATO ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ My fears are as Russia plays it's chess match w/ Nato and the US it increases the instability and fears in the region adding to the difficulty of the situation thus slowing the progress of the stated goals of the alliance. Just one more piece of uncertainty for world markets to factor in. I expect the markets to improve slightly this week as options flux increases. I still expect to see lots of continued volatility as the effects of low volume and investor apprehension over increasingly negative sentiment towards a FED rate increase. With earnings season rapidly approaching brave bargain hunters will begin to nibble at value stocks. I am more than a little apprehensive about the clear trend developing for the markets. I fear the steady deterioration of bidders and the mentality of sell high as money leaves the markets in fears of Y2K effects. I have difficulty envisioning DOW 12K-14K with all the pressures building on the markets. It will definitely be a choppy earnings season making stock picking more critical than ever. I'm sure any disappointments will be severely hit as the word "safe haven" increases in importance. High ratios will become the bane of growth stocks. As if investing hasn't become tough enough. Jeff
