If she had been the sort of middle-class used-to-libraries user, she probably would have understood this. But I have had many clients who feared government when I felt their fears totally unfounded. I would just have gone in and explained and made it right. So would most of us on this thread. But there are many people who lack our confidence, or comfort with "the system," who are too used to dealing with debt collectors and suspicious cops.
