Refugees overflowing the camps of surrounding countries, and being transported to Britain and America; the civilian infrastructure of Serbia severely damaged, in possible violation of the Geneva Convention; deteriorating relations with Russia and China; a commitment to entering Kosovo under confused terms of command--- Well, if you think that this is the best that NATO could do, then I guess it makes sense to gloat.
