You are severely outdated, sir.
No, not "exactly".
True, not so long ago Intel used to
use the same "base" executables for
both "base" and "peak" SPEC numbers.
Recently they started to publish
their "bests" with specific optimization
for the best performance in each sub-test,
see for example:
spec.org

You may find out that the "base" SPECfp95 is 15.1
for Xeon-550 while the best is 16.9.

Should I call them now "loser"?
