So it's not that @home has "defined" "open access". The browsers have defined it

I meant "define" as in how @home understands the meaning of the phrase "open" vs. how for example the Portland city council defines "open". Totally different meanings of the same phrase.

As an aside however dont forget that @home chose to allow non-proprietary browsers. They could have chosen to copy AOL if they wanted.
