This is probably not the social sector you were considering - but the Single Action Shooters' Society puts on very elaborate Wild West meets. Late-century garb is a key component. Sorry, I don't have any better ideas.

Try a Civil War re-enactors society. They all dress in period attire and ought to have patterns or sources for womens' clothes. And there's costume shops down here in LA next time you venture down.
