B.C. Gov't. to clarify ALR removal rule.

In a recent Vancouver Sun article, it was reported that "The B.C. government is moving to clarify the rules governing the removal of land from the Agricultural land reserve for major provincial projects....When "provincial interest" is invoked cabinet can overrule the Agricultural Land Commission to get land out of the ALR for other developments. Amendments introduced in the legislature yesterday will define more clearly the circumstances in which the process is invoked....Agriculture Minister Corky Evans said in the legislature that the process "is a recognition that there may be very rare cases where a matter involves interests that are important to the province as a whole and that those interests are broader than what the commission is capable of addressing within its specific mandate of protecting agricultural land...."

The new legislation is scheduled to be read in the legislation later this month (June 25, on the legislative shedule I saw). This is an adjustment that could very well facilitate the Richmond proposal.

BTW, KH tells me that the name Richmond Downs is being modified to Richmond Racetrack Multiplex. Apparently, the new name has more favourable connotations within the Asian community. I have heard that Sungold has recently employed a specialized IR/PR consultant to assist with informing the Richmond Asian community about the racetrack proposal.

I think it's normal and appropriate for a group making a major proposal to build support and interest for that proposal prior to a political decision being made.
