Here we go again.

Hi Skip,

Been on and off the board for awhile. Seems like we must have gotten suckered in once again. Finally go to where I was almost at a breakeven after 14 years and they slam us down again. Next time it starts a run from 2 cents or up, I will jump on and get out within a week.

Does anyone have 3-4 years of data on NPEC prices. I bet you will see pattern. Somewhat like the pump and dump patterns that have hit other bb stocks. Maybe bb should stand for Bad Boys.

Elliot

>You'll just have to blame profit takers for dumping it down from the .28 level. Darn those guys!! Skip<

If Dave (the NPEC IR guy) and company insiders took profits alone the way, do you blame them?

Bo

IPVoice.com, Inc., Signs Agreement With Level 3 Communications

Ipvoice.com Takes Giant Step Towards Fulfillment of Goal to Provide
Flat25(tm) Service to Major Cities in the U.s.

LITTLETON, Colo.--(BUSINESS WIRE)--June 15, 1999-- IPVoice.com(TM) (OTC
BB:IPVC - news) is pleased to announce they have entered into an
agreement with Level 3 Communications (NASDAQ:LVLT - news) to provide
IPVoice.com the facilities to co-locate their TrueConnect(TM) Gateways
in sites furnished by Level 3 Communications. This agreement enables
IPVoice.com to begin deployment of TrueConnect(TM) Gateways in 17
cities, including Atlanta, Denver, Los Angeles, New York and San
Francisco.

IPVoice.com's Flat25 Plan gives customers unlimited long distance
minutes for $25 per month. Customers will be able to make phone calls
over the Internet using a regular telephone but without having to own a
computer. Flat25 brings IPVoice.com into direct competition with such
long distance customers as AT&T (NYSE:ATT - news), MCI WorldCom
(NYSE:WCOM - news) and Sprint (NYSE:FON - news).

Level 3 Communications is the first company to build an international
network, consisting of both local and long distance networks, using
Internet Protocol (IP) technology end-to-end. This new IP technology
makes it possible to move information at a much lower cost while still
maintaining a high standard of quality. The IP technology provided by
Level 3 is a perfect fit with IPVoice.com, according to Anthony Welch,
Executive Vice President, ''We plan to be the best, so we need to
contract with the best. The contract between IPVoice and Level 3 will
allow us to provide the high quality that our customers will demand.''

''The number of sites that Level 3 Communications brings into the deal
means that IPVoice.com will be able to move into the final phase of
establishing the Flat25 Plan,'' said Barbara Will, President and COO of
IPVoice.com. ''By taking the time to ensure that the product we put on
the market is the best one possible, the Flat25 Plan will be a greater
success than we could ever hope for, rewarding the IPVoice investors who
have been patient throughout the company's growth.''

IPVoice.com is the developer and producer of unique proprietary state of
the art software and hardware solution for use in IP Telephony.
IPVoice.com's premier product is an Internet Gateway named
''TrueConnect(TM)'', a fully Y2K compliant gateway that allows users to
conduct real time full duplex, high quality two-way voice communication
over the Internet. To support TrueConnect, IPVoice.com has developed
proprietary support products in the areas of order entry, billing,
customer service, agent management and a switching network management
system. Their system is poised to compete and surpass other Gateway
manufacturers such as VocalTec (NASDAQ:VOCLF - news) and other Voice
over the Internet services such as the one offered by NetSpeak (NASDAQ:
NSPK - news).
