You could be right. "Buy whem there's GAS in the streets, lol" The gamble I see is that if you buy now (I'll presume you'll score a property that fully meets your needs and wants on an accommodation basis) that the stigma of the fuel spill will disappear over time and the neighborhood will adjust up to a more comparable valuation.
Your idea of looking thru public records for deeds of sale is a good'n imo. Gives you a baseline both for knowing what the market thinks of the tract now - and what you can hope to achieve at the bargaining table.
